If the car is parked on the city easement then they have a legal right to park there. If by "continually" you mean without ever moving the car, then technically the answer is no. But it usually takes the city a few days to post a notice on a vehicle and then a few days after that to remove it, and that's an optimistic time frame. If the car is moved every day or every few days then you really have no recourse except approaching the owner of the vehicle and hoping for their cooperation.

If the you never see the owner, if the vehicle doesn't move, and if you see anything "tempting" about the car (such as unlocked doors), then the car might be a bait car used by Seattle Police to tempt and catch car thieves. Document any conversations with Seattle Police so that you don't snared by accident.

Some people just have too many cars and tend to store them on the city streets. I believe this to be selfish. If you dont use your car, get rid of it. If its broken, have it fixed. If you cant afford it, get rid of it. The rest of us who dont have excess crap cluttering the streets appreciate it! You can report illegally parked cars (72 hour limit without moving) by calling 206-625-5011. It typically takes a few days to get it ticketed and another few more to get it towed.
